i find folder.htt and desktop.ini in every folders adn sub-folders, when i scaning the folder.htt it's a viruses and be deleted. but the desktop.ini still there. what is desktop.ini ? could it be possible it's a kind of virus ?

In Windows 98 and 2000, a file called Folder.htt determines the way in which folders are displayed in web pages. This file can contain active scripting. If a user opens any folder while the option to view them as web pages is enabled (the default), any code in the Folder.htt file will be executed at the privilege level of the user. This is exploitable via local folders as well as remote UNC shares.
The problem is in the ShellDefView ActiveX control. This control is used to determine what action is taken on a selected file. To invoke the default action on a selected file, the InvokeVerb method is used with no parameters. The first file in the folder can be automatically selected by use of the FileList.focus method. Therefore, if a file is created that has a default open action of 'execute' (ie *.exe, *.bat etc) that will be first in the list (the default sort method is alphabetical, so for example 11111111.bat), it can be selected and run merely by opening the folder it resides in.

Just started using 2000 myself.
Is the file "grayed out"? That means it's a "hidden/system"file. In Win98, Desktop.ini is a windows "hidden/system" file as far as I know. Even if you delete it, (a system file will pop up a warning if you try), desktop.ini would probably come back. Not sure if it would cause a problem to delete it and can't recall if it shows up in every folder.
To stop seeing it: Open any folder on your C: drive. If you select "don't show hidden and/or system files" in the Tools\Folder Options drop down menu, you should no longer see the desktop.ini file. In fact, you won't see any hidden or system files. Most folks don't care to see them anyway. Just remember how to get them to show again if you need to and you'll be fine.

Well about this two files.. i can help you in removing these files.. and i assure you that after you remove these files you will never get the virus prompt. To do this follow the instructions: -
On Run Command type cmd you will come on dos
then come on your Windows 2000 prompt drive for example c:\>
here you type: del \ah \s folder.htt
for desktop.ini del \ah \s desktop.iniwhich will look like
c:\>del \ah \s folder.htt
c:\>del \ah \s desktop.iniHope this will help you
