How do you know they are not shared? They will not show with the little blue hand under them. Try to connect via the UNC name, \\computer_name\C$ to see if you can connect.

The Computer Management in Administrative Tools has showed all shared folder, and not show C$, etc. (except normal share) In Event Viewer has responsed unreplicate ...., because of SYSVOL did not share.
