CPU/Ram: 2.2 gig/512mb

I just purchased a 256k flash drive that I am having a problem with, I think.
When I copy files to the root directory everything is ok but if I make a subdirectory and place files there the files disappears after a power off power on but the files in the root directory stays ok. Is there a something I am overlooking or is the drive bad?
You can not see the files but the bytes are taken up for the subdirectory.

Try turning off write-caching for ANY removable drives.(drive properties)
