file replication error

File replication cannot occur for unknown reason between multiple domain controllers. The following warning message (from event viewer) shows up:
Source: NtFrs Event ID: 13508 The File Replication Service is having trouble enabling replication from 2102-09P to 2102-22P for f:\winnt\sysvol\domain; retrying.
The following error message occured many times between different domain controllers when trying to replicate.
What does the problem mean and how can it be fixed? Please reply asap Thank you.
