Exporting Active Directory Users

Is there any way to export the users from an W2K domain controller to a Windows 2003 DC? or to another W2K DC?
The new DC will have a new name but all the user accounts, their permissions thoughout the network, and encrypted files must work fine after the old DC is replaced with the new one.

By "permissions throughout the network" do you mean you wish to duplicate shares, OU's and Security Groups and maintain all access levels and permissions?

Thanks for the quick reply. That's exactly what I want. We also have a lot of EFS encrypted files that should continue to work after the change. All of these files and resources are on other servers or workstations but are encrypted or owned by domain users. So after reconfiguring each workstation for the new domain users should be able to access everything like before.
