Exchange Server Webmail Problem

In th past 4 days our Exchange Server has made Sending email outside or inside the company, and Webmail unavailable, as well as stopped email from coming into the company completely twice. When sendinding emails they sit in the Outbox but do not leave until i restart the server. I don't want to make a habbit of this. The only thing I've found to solve this, is to restart the server, then mail arrives and is able to send. And for the webmail problem simply >run>cmd>ipconfig>exit seems to work. Any help at all would be great. This is a very annoying problem....
