Exchange Only Works on DC & GC

When I installed Exchange, it would only work as a DC & GC. I got many errors when it was only a member server. I have very tight NSA suggested policies on my DC's and made adjustments from their suggestions for Exchange installs. My gut tells me that the policies are not allowing the Exchange server to communicate to the DC & GC when its setup only as a member server. Does anyone have any other suggestions?? Basically when its setup as a member server, mailboxes can't be created and aren't updated to the GAL and so forth. Plus I get a lot of errors in the logs.
