Exchange doesn't work when DC down

I have 2 domain controllers and 1 exchange server running (all Win2k).
DC#1 has the Global Catalog, running DNS and DHCP. DC#2 doesn't have the Global Catalog but is also running DNS.
All servers/workstations know of the primary and secondary DNS.
DC#1 has been going down periodically (hardware issues still working on). In the meantime, users can still get on the Internet but Outlook/Exchange doesn't work. The Exchange server has both DNS server entries. Am I missing something? Do I need to move the global catalog over to the backup domain controller for Exchange to work?
I will probably just move the GC over to the other DC anyway - is it as easy as replicating and then checking "Global Catalog" in AD Sites and Serv?
