Error removing USB Key

Quite an easy one for you today.
Is there a way of disabling the Error you get when you pull out your USB Key without stopping it first.
The scenario is that we have some PC's for our guests to use, these are highly restricted, so when they use there USB Keys they won't see the Windows Hardware dialog box. When they have finished and pulled out their keys, they get the error.
If this is not possible, is there any software we can install that will let them use an application to stop the device rather than the standard windows one.

You have to stop the service. Click on the Unplug or Eject Hardware icon on the task bar near the clock, has a green arrow. Then click the stop button. Now they can remove the USB device without getting an error.

Thanks Hank, This feature is not available to the PC as it is restricted. I am looking for an alternative way.
