Problem:
SiS 7001 usb controller: same problem as posted, USB controller and root hub is installed without any problems. However when a USB device is inserted into any of the USB ports, the driver fails to install with a "code 28 - function driver not specified" Unknown device.
Solution:
My solution for this problem was to enable USB keyboard support for DOS and USB thumb drive support in the system's BIOS. After enabling these two options and manually replacing the driver files under safe mode with ones direct from the manufacturer - it worked fine.
Thought this might help someone, I had to troubleshoot this over the phone with a family member.

I struggled with this problem for 2 weeks on a Win2K installation. Couldn't install the USB2 drivers, kept getting "function driver was not specified for this device instance (code 28)" error. Eventually noticed that the Readme file for the drivers stated that Win2K Service Pack 4 had to be installed, and sure enough, the documentation for SP4 notes that there are files that support USB2 as part of the service pack, and my Win2K did not have SP4 installed. Once I installed the SP upgrade the drivers installed on the next try.
Hope this helps someone; these message boards often help me out of a jam.
