Enabling & disabling network cards

I am looking for a way to enable and disable network cards with a script program. Using the Windows command "netsh.exe" I can change the network settings on a laptop from a fixed IP to DHCP (see http://www.ec11.dial.pipex.com/win2000.shtml). However, the command seems to work best if the network card is disabled. So, I'm looking for the following sequence in a script:

* Disable the network card
* Execute the netsh.exe command
* Enable the network card

The only piece of the puzzle I need is how to enable and disable the network cards using a script.

As to which script program to use, I'm open to suggestions. The main requirement is it be executable on machines which have a generic version of Windows 2000 installed, that is, no special programs or upgraded versions of programs are needed.

Thanks for any insight you might be able to give me on how to solve this dilemma.
