Email Attachments thru Exchange

We recently launched Exchange 2000 for our email.
Our factory in China uses outlook express 6.
When we send attachments to them they are unable to view them and the paperclip on the preview pane is not visible.
Before we launched Exchange we were able to send attachments with no problems at the factory in China.
Is there a setting in Exchange that is causing this or is this a client issue?

what version of outlook is it ? if it is xp or higher (outlook) then the issue can be fixed with a registry setting (by default it blocks several common file extensions as a 'security measure'.
