What you're describing is a security feature built into windows to keep onlookers from knowing how many characters are in your password. Your password should work when you dial up.
In the event that password is not working when you try to connect to the remote computer it is likely that you need to write a special dial up script to connect to the host computer. But this isn't a very common networking problem anymore unless you're dialing into a customized access script.

Not sure if relevant. In Windows 98, you can solve th problem by installing Client for Microsoft Network as one of the network components.
