As Tony advises, if C: becomes ntfs then bye-bye access to '98...
For '9x to boot, the active Primary partition must be a file format it can recognise (at boot-time); and this must also contain' '98 boot/start-up files - even though the actual OS itself (its system files) can be elsewhere...
