DPMS into off mode

CPU/Ram: p3 450\512mbRAM

If i manualy shutdown pc i cannot get it to reboot for about twenty minutes,all i get is dialog DPMS going to off mode,can i disable it?

please email me the solution to below mentioned problem

Whenever i put ON my computer, monitor give s a following message and dissapear and further operation.

DPMS is going to off mode
