Not signed just means Microsoft hasn't given it their blessing and it's might not work (although out of the thousands of files I have seen with this message, I have never run into a problem).
If you click ok, what happens after that?

Well after that it will not open the download.

I have seen the errors where it says this download is not verified by microsoft but that is not the error.

It is a tiny box stating only Not signed, I think it is some kind of security measure through IE.

You have turned on that you can only installed software with certificates.

Control panel, systeem, tab hardware, driver signing, unblock it
