Are you using a non-admin login, or the admin login?
Initially have a good read of this M$ article/tutorial:
http://www.windowsitlibrary.com/Con...
Last known good config may let you back in; viz:
http://www.petri.co.il/before_you_b...
Possibly - restore registry to an earlier version - prior to your tweaking; viz:
http://www.akadia.com/services/win_...
(and also covered in the earlier M$ tutorial)
Possibly a repair routine - manual approach; check system files - may help? The fast approach will do it all for you... but personally I prefer the maual approach for NT/W2K/XP...
http://www.windowsnetworking.com/kb...
covers it in detail...
A parallel installation would allow to access the registry of the original version and correct what you tweaked...; if you can find it...
This ref. also covers man aspects of recovery of W2K.
http://www.windowsitlibrary.com/Con...
Not having been in your predicament... (he sed...) much of the above is speculation...
Once back in OK... make an ERD; keep safe/current. Also backup the registry regularly - especially before playing around/tweaking/making changes for whatever reason, of any kind...
Bon chance..

What exactly did you change in the registry? I've only ever made 2 alterations, 1 was to correct an error that TweakUI fouled up and another was more of an experiment, but the outcome wouldn't have been critical - however editing the registry willy-nilly in a blase manner is daft. What did you do -- delete WINLOGON?
<MARQUEE>Always take a screenshot of the key you are about to modify.</MARQUEE>
And if need be, you can reverse the changes...
--Considering you said you can't Log in, I am guessing that you have done something pretty major, like something to do with explorer or WINLOGON. If you feel you cannot stay away from the registry, delete the registry editor. Unlike Control Panel, Registry Editor is actually one of these things you don't NEED, it's just want. Unless registry keys get messed up by viruses.
