Domain/Wallpaper/Permissions problem

Recently i have been changing computers over from one domain to another, the two domains do trust though. i copy the user profile from domain to the other. Now when i login as the user everything is copied and working fine, except the wallpaper. the back ground is grey and wont let me change it to nothing. it acts like is does but never changes. No error messages, i have the user set up as a power user,and when i give the user admin rights it works fine. There is one message in event viewer that states: The Automatic certificate enrollment substystem could not access local resources needed for enrollment. Enrollment will not be performed. (0x80070005) Access is Denied. The source is Winlogon. Please respond ASAP. Thanks for everyone's time.

This sounds like a setting in Group Policy Editor. Go to Run and type gpedit.msc. There are several settings for restricting changes to the wallpaper and other desktop settings.
