Apparently POSIX Support is used on all US Government operating systems as an 'government standard'. I'm told POSIX Support can be removed and increase overall system performance of your PC. Sounds good to me, below are instruction on how to remove POSIX Support.
To remove POSIX Support - Enter your C:\winnt\system32 folder and rename OS2.exe, OS2SS.exe, and POSIX.exe to OS2.xxx, OS2SS.xxx, and POSIX.xxx, now the next time you reboot POSIX Support will be disabled.

And how safe is it to remove?
Have you done this yourself or have you just been told?

It seems ok to change it. Nothing bad happened to me so far... But is this legal?

Goto http://www.whatis.com/posix.htm for an explanation on what POSIX is. (I don't believe for a second that renaming these executables increases performance at all)
