DNS Issue

I have windows 200 ADS server with the DNS radommly one
https site get "The page you are looking for is currently
unavailable. The Web site might be experiencing technical
difficulties, or you may need to adjust your browser
settings" error. 90% of the time this site works only 10% it gives this
error. I have used ether real and it showed the
server is killing the connection by sending a reset (RST)
command. For what ever reason, the server is not accepting
the connection.
I not sure if this the way I configured my windows 200 DNS
or it the external DNS issue or another issue
