disk defrag for power user

I am an administrator on a fairly small network of Windows 2000 computers. Each user is set up as a power user. As such, the user is not able to run disk defrag. We don't want to set our users up as administrators, but we do want our users to be able to run disk defrag. Where do we set up a policy to enable the power user to be able to disk defrag, or, how is it done that a power user can run the disk defrag. Thanks for your help.

The simple solution is to set up a scheduled task to defrag at a certain time of day or night (I prefer 3 am when nobody is on the PC) and have that run under the administrators account.
