Disable control panel

I have a domain using windows 2000 and I would like to disable the control panel in the client machines for the domain users throught the server. How should I procced?

did you try GPEDIT.msc

A group policy should work. be sure to exclude the Admins from it though.
I'd put the users in an OU then set the policy on the OU.
