I have a Compaq desktop, 3 or so years old, Win2k SP4. Around the time I installed SP4, my dialup modem (Creative Modemblaster)began to slow down the longer it was connected. I have the latest driver. Usually it hooks up at a decent speed then slows down. Checking the connection info, I see that the outgoing data gradually overtakes and passes the incoming data, until there is no incoming data. I tried replacing the modem but this did not help.
I'm running ZoneAlarm also, SpyBot S&D, and recently put Norton Antivirus back on--although I can't stay hooked up long enough to download the latest virus definitions! Help!

Andrew, This is also happening to me (my connection runs fine for a couple of minutes the my PC starts transmitting constantly, slowing the connection down to a crawl).
I'm running Win 2k SP4 with a PCTel 56k PCI modem.
Did you get yours' working?
Anyone else got any ideas? (Please??)

i have the same problem here also. useing a hp brio ba200 machine with a with a 56hp-pct modem here.
i am also using windows 2k.
first 3 minutes work and then slow til pages never come up.
i need help too.
let me know if you find the answer please.
maybe someone has found the answer or perhaps there is a virus i am unaware of.
please let me know.

I find that my connection thruput slows to a crawl and then stops and then speeds up again on a Dell inspiron with 56 K modem on dialup listed as 49000. Reconnecting fixes the problem briefly. I've assumed that I'm in line at some local ISP bottleneck since I'm located in the US Virgins and tele comm
is limited here. Tracert and ping don't tell me anything since the flow is all or nothing; they just timeout on me. When data is flowing they give no indication of a roadblock.I suspect some of us are victims of local ISP overload and queuing.

I loaded a dial-up monitor program which confirmed that my PC was sending data and 'clogging up' my connection.
After banging head on wall for quite a while I reloaded Win2k + SP4 then MS Blaster patch. The system then wouldn't recognise my PCI modem so I swapped it for another type and it's all ok now. It's more likely that it was some sort of worm or trojan than than modem but I can't be sure.
