dial up denied for windows 2k user

Hi,

Just a quick question. I use Windows 2000 on a standalone PC and until recently I was the only user. I have recently added a second account to allow my friends to use it for internet access but with access to my private files blocked! So far so good, I set that up without any problem. However, although when i log on (as an administrator), my dial up accounts are available to use, for my second user they cannot use dial up. the connections are visible but they are blocked. i have been scratching my head and trying every setting i can find but without success. so can anyone tell me how to allow other users access to dial up connections on a stand alone pc.
