How can I create a situation in which a W2K Professional PC starts leasing IP addresses to other PCs in the network ? May I install a DHCP Server Service on a W2K Professional machine? Thank U

You cannot use DHCP in 2000 professional. You would need the server version to use DHCP.

You can run a crude DHCP service on WIN2K by having two nics installed in the "server" computer and then setting up ICS.
