Can a DHCP server be set up to give out a secondary IP address for one nic, the way you can set it up manually in Windows 2000 & XP and if so, how?

Could it give out an IP address on another subnet or would you need to have a secondary server?

Yes, secondary IP addresses. Similiar to the advanced settings in the TCP/IP properties.
