Desktop corrupt?

When I right click on the desktop, instead of seeing a menu, the icons disappear and then return but the menu never opens. Also, If I am inside a window and click on file, the same thing happens. I have checked the mouse properties, attempted to repair the operator system and I still have this problem. Is there anyone that can help?

is this only on your own account or also on other profiles? Maybe a new profile will help you
