desktop corrupt?

When I right click on the desktop, it reset itself instead of producing a menu. Also, when I am inside a window and click on File, the desktop reset, sometimes I have to restore it, but the window closes.

What I mean by reset is that the Icons disappear and then return but I am not able to right click on desktop or select File inside an open window. I attempted to repair the operator system but nothing changed. I don't want to do a full reload

I attempted to adjust the mouse properties and It did not help.
