First off I know how to set Windows desktop color preferences. What I would like to know is there an app that will allow you to asign a different color to each program or application. In other words, Internet Explorer would have a different color scheme than Outlook express or Wordpad or my scanner software. Each window could open a different preset color scheme. I know it sounds weird, but it might help people with odd learning capabilities? Any help?

This may do what you want. I don't run XP so not sure it's what you're looking for:
