Delete/Rename File & Create New Folder

OS: Windows 2000

In any application, when users open file, Windows will pop up a "Open" window which lists out all the files. In this windows, the users can easily delete or rename file. Also, user can easily create folder by clicking the "Create New Folder" button.

How can I disable the above function, so that the users can be prevented from mistakenly renaming/deleting file and creating unnecessary folder?
