deleted files not in the recycle bin

when i delete something in windows 2k it is not ending up in the recycle bin. My recycle bin is always empty. I checked the properties and it is not set to automatically delete the files.

what is the size of the bin set at?..and (ive come accross this before in windows)...set it not to send to recycle bin click apply and then set it back again...
