Delay in Email

I have having a delay with out of office email coming in and going out. I have an Exchange 2000 server and an ISA Firewall. I have sent test emails from an external account (My SBC DSL account) and the messages don’t arrive for quite a while. (It is a 36 Minute delay to be exact) Does anyone know what could be Causing this? Any help or suggestions are greatly appreciated.
