DCOM error

OS: W2K server
CPU/Ram: PIII 512 MB

I get the following error:
DCOM got error "the service cannot be started, either because it is disabled or because it has no enabled devices associated with it" attempting to start the service dmadmin with arguments" /com" in order to
run the server:
Maybe this is because it's a webserver with most of the services disabled. I'm not able to find the problem. Even when I enabel most of the services again I still get this error.
It results in nog able to open computer management to add or remove users.
Does anyone know how to solve this?
