Creating Additional Sound Events

I know it is easy to add or change sound files [wav] associated with Program Events, such as Start Windows, Exit Windows, Empty Recycle Bin, etc. However, is is possible to add NEW Program Events?
I wish to add a few Program Events that exist in XP but not in W2K.
