control panel long pause

I just installed windows 2k pro after formating my hard drive. I only have an ati all in wonder pro agp video card, ata/100 controller card, nic, and cdrom installed with 512megs ram. When I click on control panel from start, setting control it takes the control panel roughly 15-25 seconds to respond and open in a new window. My entire system freezes during this time. I can move the cursor but can't click on anything. This is the only icon or program that I click on that responds this slowly. When the control panel opens everything runs fine. If a close the control panel and open it immediately after closing, it take the same amount of time to open or respond. I have installed and uninstalled all windows 2k updates and drivers. I tried it with just the video card and have same problem (nothing running in systray). I have never heard of this type of problem. The only other problem I have is; my system does take about 4 minutes to boot, even after disabling most of the start-up services. I'm connected to a dsl router and hub.
