control panel can not be displayed

Control Panel can not be displayedgproperly and add remove programdoesn't show any program entry it is blank, how could i repair this problem, fast repair didn't work i used windows 2000 cd and boot and run repair wizard is there any idea and solution do u offer? don't have

Reinstall IE and re-apply any updates.

Try running the IE setup.exe file, it should give you the option to repair IE.
