Content Advisor can't work across Users

I am trying to use the Content Advisor provided with IE 6 to block users from accessing certain sites. However when i set the Content settings when i log in to the users' profile, the trusted sites will not get saved. Everytime i click apply and refresh there's no site there.

I have set the restriction successfully in the administrator account. Now my admin account is being blocked from the site but not my Power Users or Users account!

How do i set such restrictions for each users or for everyone?

HI:

Open each user account, fire up IE and set content restriction in EACH individual account

that's what i did. But everytime i close IE and start it again, the content restrictions disappears!
