I just ran into a kind of tough problem to crack, so I thought I would post it here for all those who have the problem in the future. The problem was that the computer kept rebooting right before it would normally display the Windows 2000 splash screen, even when you choose safe mode. The last thing I would see when starting in safemode was that it was trying to load agp440.sys then it just reboots in an endless loop.
I had this problem on a Dell OptiPlex GX1. I had to update the FlashBIOS to A10 (it was at A02). Windows 2000 is particular about the BIOS according to Microsoft. Even if you don't have a Dell, updating the BIOS may be a good idea, although, I would try the tip below first.
The problem persisted until I found a Dell Knowledgebase article which said that if ACPI is set to OFF in the BIOS, the problem would occur (recurring reboots during boot up).
