Constant popup about active x

OS: windows 2000
CPU/Ram: Pentium III/512
Comment:

This message: "A script is accessing some software(an active x control)on this page which has been marked safe for scripting. Do you want to allow this?"
Keeps poping up constantly when I am on line. I have to click on it to continue on.
Is there some way I can prevent this from happening?

What program is generating this? IE? Outlook? Outlook Express? Something else?

If I knew the answer to that I would know more than I know now, and perhaps I would know where to look for the problem. It just pops up regularly when I am on line.. I suspect it is a function of IE, but I don't know what to look for in IE, if, indeed, that is where the problem is.
Is that your addition on your reply--Soylent Green? One of my favorite films.
