I was wondering if anyone knew of software that just logs if the network is active or not. Thats all I need a log file saying yes the network is up or no it's not.

All depends on what you define as network is up. All servers up? All routers/switches up? All pcs up?

You can so something as simple as a scheduled reoccuring batch file that pings the server and writes to a log file that you can periodically read. Or you can invest in a product like What's Up Gold that can also page you or text you if the network goes down.

Imagine the power if you knew how to internet search

Servers -> switches -> router -> My IP (four T1's) Basically I want to know when my IP is down. I am going to have to have some kind of logging prog to install at a remote location to monitor if my servers are visible to the outside world.
If my equipment goes down it's pretty easy to track but if the IP just isn't working sometimes everything looks ok I'm just not public anymore.
