Connect but can't surf

I have a Win2k pro PC which can no longer surf the internet. It is a standalone pc with a modem connection. The modem connects to the isp ok but you can't surf. You can ping an ip address but you can't ping a "name" eg ping www.microsoft.com. It is obviously something with the pc not resolving names but I can't work out how to fix it. The pc did have newdotnet installed on it (and zonealarm) which I have uninstalled. I know newdotnet mucks around with windows winsock. I have tried manually putting the isp's dns servers in the dialup settings but makes no difference. I have tried another isp and that doesn't work either. There are no proxy settings. I have tried uninstalling and reinstalling tcp/ip. I figure that someting is in the registry that is causing this but I'm not sure where to be looking or how to fix it.
Can anyone suggest anything?

How about reinstalling IE ? I remember it worked for me, long ago.
