configuring IIS with no-ip

I have a w2k SP4 server with all of the latest patches and updates which I have recently tried to get to serve web pages using a no-ip.com url, and it has failed do to so. I've been beating my head against a wall trying to figure out what is wrong, so I have decided to take a different approach and try and figure out what I have right (in the hope that it will tell me what I have wrong).
My first step is to make sure that my server is properly configured (if so its a routing problem). My setup is quick and easy, a no-ip client running on the server and a simple website which is configured to use IP address (all unassigned) and port number 9290. I also have no-ip configured to forward requests to my dynamic ip at port 9290.
Is this the correct setting in my W2k server? If so I'm probably getting caught up in something on my router.

Have you Port Forwarded thru the Router ??

Yes, I have pfsense running right now, with a NAT rule to allow incoming TCP traffic on port 9290 to go to the server in question. I also have a firewall rule to permit this traffic (pfsense needs both).
I tried an online port scanning program in a browser on the server in question and it says that port 9290 is responding AOK..
Not sure whats wrong here.. could it be my server?

Looks like the problem is a local routing issue. I can get to the site by entering the ip address of the server, or by using a proxy service, but not just typing the url into my web browser.
