con2prt fails

I've written a script that maps drives and uses con2prt to install network printers. All of a sudden the con2prt portion of the script will not work properly unless the user has admin or poweruser priv on the local machine. Does this sound correct? or could it be something else??

Check the Security Permissions on the con2prt file and make sure "Everyone" or "Authenticated Users" are allowed to execute it...

I did that, and they are correct. It appears that con2prt is executing, but the permissions on the local machine aren't allowing it to install the printer. If I upgrade the domain users to power users on the local machine it works fine. I thought login scripts would run with admin rights if the local machine was part of the domain.
