Computer Freezing

After a fresh format and re-install of Windows2000 and modem drivers for my Creative v92 PCI DI5633 modem, when I dial into my ISP the computer will freeze for a about 20 seconds. After it comes back from freezing everything works until opening Internet Explorer or any application that uses the connection, then the computer freezes again for about 20 seconds and the connection that was established is lost. Once the connection is lost the control of the computer is restored. I have updated the to the latest drivers for the modem and still no luck. Does anybody have a clue as to what is wrong. TIA

only way to really see what's going on is to throw another modem in there and connect to the net.
