computer config in w2kserver?

I need to perform a task on a windows 2000 server domain controller, I have been told to go in the Computer Configuration - Windows Settings - Security Settings - Public Key Policies - Automatic Certificate Request Settings section of Group Policy
, only the trouble is i cant find it.
I have looked on the administratvie tools and there is no option for either computer configuration or group policy.
Can anyone tell me where this is?

How do you want to set this policy? As a domain, or local policy?

You can access group policy by selecting the domain, or server properties through active directory users and computers.
