Computer can't open new IE window

Hi everyone,
I have a problem with my computer concerning IE. When I right-click on a link and click on the option that says "Open in New Window", nothing happens and it doesn't work. I also find that I cannot copy and paste or move items around from folder to folder in the "My Computer" section. Also, when I go to the recycling bin, all the items appear on the left-most side of the screen window. Something's definitely screwed up.
