My solution is to drag a shortcut from the command prompt icon in "Start Menu >> Programs >> Accessories" and then edit the properties. I set where I want it to open (C:) and how big the windows is and where it sits on the screen. Then when I need the command prompt, I just click the shortcut in my Quick Launch.
