is there a way to prevent users from changing the computer name (other than not making them an administrator on the computer)? This is for Windows 2000 and XP machines.

I don't know a way to prevent users to change the cpu name, but, if i'm right, you should reboot after you renamed your computer, the thing you can do are to write a logOFF script who will restore the original cpu name once the user has logged off.I've never tried it, but i'm sure it will work. But, don't take a chance, create a test user to test it.
Note
The registry keys are:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\ComputerName\ActiveComputerName
(once you changed the cpu name and rebooted)
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\ComputerName\ComputerName
(once you change the cpu name but not rebooted the pc)
The value name are:
ComputerName
