How do I change the language from example English to Spanish or Spanish to English, without installing Windows 2000. I have heard that windows 2000 use some DLL’s to control the language. If that is wrong then what and where are the language files then?

Go to control panel, regional options, input locales, add. From there you can choose the language you want.
