Does anyone know a way to grant users the right to change their IP configuration without giving them full admin rights?

power user might be able, but I doubt it. I only think that admin can change ip address. Why would u want a user to have the right to change ip address??

You can't not alter any of the network settings unless you have admin rights. Power user will not allow you to do this.
